Video Editor + General VC

I need a video editor for my youtube channel,
1. should be able to create videos from scratch, using AI Voices and diff footages
2. Must be professional in premier pro,
3. I dont need a basis capcut video editor, I need well skilled video editor that knows every single feature of premier pro. (IMP)
4. if there is a custom work involved that will be taught by myself.
5. Any understanding of website development/landing page creation will be a plus point. ( Not neccessary ) If you are good in video editing and creation that will be good enough.
