Laravel Developer

We're looking for a Laravel developer to create us a billing/payment website.

The portal will NOT require a user to login, instead, they will enter their reference number or invoice number, and be presented with their account balance. From there, they can select from 4 payment plans, OR be offered a settlement for a lump sum payment. If a payment plan is selected, a "subscription" will need to be created in Stripe to fulfill their monthly payments. We will need to be able to create admin accounts for our accountants, and some way to link our stripe API keys.

We also would need some way to manage accounts on the backend. To upload new accounts, and delete accounts that pay their balance.

PLEASE send us a quote and estimated project timeframe for completion to be considered. We will NOT prepay for this project. We are open to a downpayment, or weekly payments with progress of project.
