Thumbnail Creator

I am looking for a Thumbnail Creator that can take my past YouTube Video Thumbnails that are not doing very great and make them so people will want to click on them. I don't have the time to go and recreate past thumbnails, so that will be the main focus. It will be Pay per Thumbnail. Please send in any previous work.
