We need a web developer to build a brand-new website from scratch that takes inspiration from Parker Studio. The goal is to deliver a modern, visually engaging site with a few key design features—but in a simple, cost-effective way.

Project Scope & Design Features:
• Pages:
• One main page to start, with an option to add a second page later.
• Design Elements:
• Persistent Navigation Bar: A fixed menu that stays visible during scrolling.
• Cursor Animation: A subtle, custom cursor effect to enhance user interaction.
• Ticker at the Bottom: A scrolling ticker to display brief messages or updates.
• Simplified Content: Fewer portfolio sections and animations compared to the reference site, ensuring a clean and minimal design.
• Functionality:
• No special functionality such as ecommerce or newsletter integration is needed.
• All content and copy will be provided.

Deliverables:
1. Quote & Timeline:
• Please include a clear quote and an estimated timeline from design finalization through launch.
2. Tech Stack & Framework:
• Propose a solution built with a JavaScript framework such as Vue.js (or a similar technology) that can efficiently handle the interactive features.
