Front End Developer Needed for Website

We are seeking a skilled web developer to build a new website from the ground up. We are looking to emulate this website: Upgrade to see actual info.

But in a cost-effective way, which means without:

1) 3d objects and designs
2) with lesser animations
3) with fewer pages

We would like the website to have these specific design features:

1) horizontal scroll for pages
2) cursor animation
3) designs will be provided, but if you can provide animations and 3d designs, we would like to know a quote to provide them
4) 3-4 pages
5) The website will just be a storefront, and will not have any special functionality (not ecommerce, not newsletter, etc) besides the design.
6) content writing will be provided

Please provide:

1) quote (using different tech stacks if possible)
2) timeline
3) tech stack/frameworks/CMS you would use to build the website (ideally would love to build this on WordPress)
