Data organizer and skip tracer

I has a messy list of data that I need re formatted, taking parcel numbers, find the mailing address, and ready for skiptracing. There are 100-150 data points, please provide how long this would take you. I am wanting it formatted cleanly. Please write briefly if you have done data formatting/ finding property with no addresses owners in the past by using county data site like GIS
