.EDU & .GOV Backlink Building Expert for Rehab Centers

We are looking for a linkbuilding expert to ONLY build .EDU & .GOV links for addiction treatment centers. We have solid linkbuilding campaigns already in place but this is one area we are struggling in. Please have experience building these types of links and good strategies that will work for addiction treatment / rehab centers.
