Create interactive website from scratch

We are creating a searching/advertising website (similar design and functionality to Upgrade to see actual info). I will require you to have full creative input on the website, including functionality, etc. We will require 'clients' to be able to upload their listings, photos, and have options to select things that are applicable to their listing. We will require you for ongoing management of the site, updates, etc.
